Does Montclair require a permit for masonry or retaining wall work?

Accepted Answer

It depends on the scope. Routine repointing or brick repair on an existing structure generally does not require a permit. New retaining walls — particularly those over three to four feet in height — typically do require a building permit and may need an engineer's stamp. Work that affects the public right-of-way (steps, stoops, or walls near the sidewalk) can also trigger review by Montclair's DPW. My brick chimney has white staining and some crumbling joints. Is that serious?

Accepted Answer

The white staining is efflorescence — mineral salts left behind as water migrates through the masonry and evaporates on the surface. It is a reliable sign that water is getting in somewhere, usually through failed mortar joints, a cracked crown, or missing flashing. Left alone, each freeze-thaw cycle widens the cracks and eventually causes brick faces to spall. The good news is that if the brick faces are still intact and just the mortar has deteriorated, repointing stops the damage and restores the wall. We assess the chimney cap and crown at the same time so the fix is complete, not just cosmetic.

How do I know if I need full tuckpointing or just spot repairs?

A thorough inspection tells the story. If joint erosion is isolated — a few sections near the roofline or around a window opening — targeted spot repairs are often the right call and cost considerably less than raking and repointing the entire facade. If the mortar is failing uniformly across a large surface, or if there are stair-step cracks running through multiple courses, more extensive work is warranted.
